Bill brings an extensive U.S. Government and Military experience base providing technical, engineering and program decision support. He combines his 30 years of technical expertise with over 16 years of capture and proposal knowledge to provide keen insight and support to all aspects of the capture and proposal life cycle. He specializes in providing solutions for complex program challenges related to delivery, cost, quality and operational readiness. Bill specializes in providing horizontal continuity and consistency across initiatives by tapping into his prior experience as the senior SETA Subject-Matter-Expert for proposal review activities for the USG.
Prior to joining the Schiff Group, Bill has been in senior leadership positions supporting both Business Development and Profit & Loss Divisions. He brings a wealth of successful experience working in the IC/DoD and Federal market spaces providing operational support to the customer. Bill has led or supported proposals as Capture lead, Proposal Manager, Solution Architect, Volume Lead, Technical Lead and BOE Lead for proposals ranging from $100M to over $10B.
Bill specializes in bringing out the strengths of a company and building the right story with supporting metrics to put the company in the best position to win. He understands the full lifecycle of Business Development through Delivery and helps customers to maximize their capabilities and resources.
